
Supporting People and Protecting Workers when Coal Mines Close: Case Study from the Federation of Bosnia and Herzegovina
The coal mining and energy sectors have played a crucial role in the economic stability of Bosnia and Herzegovina (BiH) over the past decade, however coal-fired power generation has become increasingly less profitable. Phasing out coal production will displace coal sector workers and negatively affect other workers linked to the coal sector value chain, as well as the surrounding communities. This report presents results and lessons derived from preparatory activities aimed at designing labor and social mitigation measures for two mines located in Zenica and Banovici, conducted as part of a lending operation with the Government of the Federation of BiH (FBiH). It highlights key findings, recommendations and practical considerations which emerged during the preparatory phase. Well-designed social and labor programs are important policy tools to mitigate the negative impacts of such transitions on displaced workers, affected sectors, and communities.
